Stewarding Our Future

I’ve been a driving force on the Deschutes County Board of Commissioners since 2021, achieving tangible progress for our community. Now, I’m eager to continue my work in a second term to make our county a healthy and resilient place where everyone can thrive.

Phil’s Platform

Provide Housing and Environmental Protection

To make housing attainable for our local workforce, we must be deliberate about what we build and where we build it. It's a balancing act – preserving our rural environment while ensuring housing is affordable. I will continue to champion the strategies that safeguard our rural landscapes and, at the same time, make affordable housing a reality.

Increase Drought and Wildfire Resiliency

Our community has made good progress making agriculture more efficient to stretch limited water supplies further. In my next term, I'll focus on advancing irrigation modernization to support our rivers and farms further. We need to address declining groundwater levels in the Deschutes Basin, while also making homes more resilient to wildfires by creating defensible spaces and using fire-resistant materials. Additionally, I'll promote water conservation in homes and businesses to stop the decline of groundwater levels, all while supporting agricultural efficiency for our rivers and farms.

Expand Mental and Behavioral Health Services and Resources

Some of the good things that have happened during my first term include opening of Deschutes County’s Crisis Stabilization Center; launching the Healthy Schools Partnership with the Bend La Pine School District; and expansion of addiction treatment and recovery services through Measure 110 treatment funding. I'm proud of expanding behavioral health services, but we must advocate for increased investment in mental health and addiction treatment. Growing community partnerships is crucial for delivering more care. I'll work to secure funding for more treatment providers and beds, including a potential child psychiatric emergency facility for Central Oregon.
